Like many fads and fashions of the 1980s, San Francisco’s Prop. M has not aged well. Under the measure, which puts a permanent annual cap on office construction, the city is fated to address the growth challenges of 1986 into perpetuity. San Francisco has changed immeasurably in the meantime. Prop. M, however, is unlikely to change; its sponsors intentionally made that as difficult as possible.
