Silicon Valley stocks largely settled down on Tuesday after a tumultuous week, with the exception of Facebook, which is facing criticism from lawmakers, publishers and advertisers even as new reports say smaller rival Snapchat (NYSE: SNAP) is gaining ground among younger users.
