Gov. Greg Abbott accused Houston-area state Rep. Sarah Davis, a fellow Republican, of nearly thwarting the state's response to Hurricane Harvey at a private fundraiser Thursday evening for Davis' primary challenger, according to people with direct knowledge of the event.
