Mayor Steve Adler has unveiled details of a plan to address homelessness in downtown Austin. One element of the plan, outlined in a Sunday evening post on the City Council message board, calls for the creation of a tourism public improvement district to help pay for social services and for upgrades to the Austin Resource Center for the Homeless, or ARCH, at 500 East Seventh St. The taxing district would be funded by a 1 to 2 percent increase in the hotel occupancy tax.
